You'll need to get your hands on the manual for that specific motherboard to determine where the pins are for the two Power On plugs. Lacking that, many motherboards have the pins for the entire set of front panel wires labeled--I do suggest you get a magnifying glass if you're stuck with this route, and the labeling is often not specific as to the precise placement of the plugs onto the motherboard's pins, meaning you'll sometimes have to simply trudge through the tedious process of trial-and-error.

Clear password of bios

You need to clear the c-mos on the motherboard. There is a jumper that needs to be taken off the first two pins out of the three, and moved to the last two of the three pins for 5-10 seconds to be sure. However each motherboard will have different placement on where it is. I would find the manual for that motherboard in this case. Usually the jumper is located near the 3v lithium battery. You may take the battery out for few seconds as well, but that may or may not work on all motherboards. WARRING this will reset all your BIOS settings once you clear the c-mos. I do recommend you refer to the motherboard manual.

What are the jumper pins on my Maxtor 6l200m0 and 6l200s0 sata drives for?

To control how the computer separates and assigns the drive's working order and placement.

The most basic positions are:

Master - By default the motherboard will boot to this drive first, therefore it's the "master"

Slave- What it sounds like. It's under the "Master" and isn't booted by default.

Cable Select (CS) - What it sounds like as well. The cable that goes from the motherboard to the hard drives. There are TWO positions at which the cable connects to the drives based on their placement. That placement determines which drive is master and which is slave. The advantage of this mode is it's ease of use. (Use only when you've got two hard drives)

That's the basics of the basics. There is A LOT more to those jumpers...but you won't ever need to know what so don't ask ;)

On page 2-17, the pin-outs for those connectors are specified in detail. They are part of the JFP2 header:
1 HD_LED_P Hard disk LED pull-up
2 FP PWR/SLP MSG LED pull-up
3 HD_LED_N Hard disk active LED
4 FP PWR/SLP MSG LED pull-up
5 RST_SW_N Reset Switch low reference pull-down to GND
6 PWR_SW_P Power Switch high reference pull-up
7 RST_SW_P Reset Switch high reference pull-up
8 PWR_SW_N Power Switch low reference pull-down to GND
9 RSVD_DNU Reserved. Do not use.
