The TV enters standby mode when there is no signal for 30 seconds. https://docs.sony.com/release/KDL46V3000.pdf
I searched standby using Ctrl+F and found this information. It seems you should be able to bring it out of standby using the power button on the remote. You want to make sure there is an input connected and if it is connected to a PC that the PC isn't telling the TV to go into standby.
Try pressing the input button and changing inputs once you press the power button and the Standby is flashing.
If this doesn't work you may need to contact Sony Support.
You should examine the input power of the TV. If you dare to open the back of the TV You should examine the by using the tester to test the continuity of the voltage input of the TV. i guess voltage regulator need to be tested.
Be careful high voltage inside the TV.
The best way is to contact the vendor of the TV or sony service center in your area.
Check whether the issue occurs with all the external devices like DVD Player, VCR, etc. If the issue is occurring with all the devices then the issue is with the TV. Try these steps to check whether the issue is resolved. 1.Disconnect the power cable and connect it to a different working wall outlet. 2. Disconnect surge protector if you are using any. 3.Power reset the TV by turning it OFF for atleast one minute. 3. Reset the TV to the Factory defaults. To reset the TV, turn it ON. Press the RESET button on the Remote and press the POWER button on the TV at the same time. Now, TV will turn OFF and then back ON automatically. Now, proceed with the Auto Program. Check whether the issue is resolved after the Auto Program is finished.
All Sony TVs have a self-diagnose mechanism where the Standby light blinks to indicate that there is an internal malfunction in it.
Note: Your TV does not have the replacable LAMP.
If the issue persists TV requires service. Contact nearest Sony authorized repair center,

The set is in protective shutdown because a problem was detected. The 5 blink code indicates that the problem circuit. In this case it is the blanking circuit. Were there any indications of problems prior to the storm? If not, I'll need to lok up this one for the specifics. Do you intend to repair this yourself?
