Do you mean the mouse integrated in the laptop or an external USB mouse?
If it is the integrated mouse, try to get an USB mouse, plug it and wait until your laptop recognize it, assuming you are working in Windows XP right clic on My Computer, clic on Properties --> Hardware --> Device Manager , double clic on Mice and other pointing devices, once here, look for the mouse of your laptop (do not mis identify it with the external mouse that you just plugged) right clic on it and clic on uninstall.
Restart your laptop, once in windows again it will recognize the mouse as a new device and will install the drivers again.

First, try an external mouse. If that works, Click start (orb)> select control panel> select hardware and sound> select mouse> your mouse and touchpad software window will open (example: Synaptics is mine) select touchpad tab were you can turn it back on or reset to default as well as adjustments to your devices. since it is a wireless bluetooth mouse, you should make sure that each time you restart your system make sure that the bluetoth is enabled nd working. Also see the battery check on the mouse. if you are having more than one USB port, make sure you try on them too. Hope to hear from you.
Turn the mouse over. There is a battery cover that needs to slide to open. Your mouse should take 1 AA alkaline battery. Also there is a recesssed button on the underside that you you can press (with a pen tip or paper clip to reset the mouse). Either the new battery or the reset should solve your problem.

Check if you have installed the latest drivers... For the touchpad, you should be able to find them on the hp support site For external mouse, there should be drivers on the manufacturers site or the driver disk that came along with it.
