If u have not changed ur hard disk just want to restore ur system from a crashed windows u can do it as below without any cd actually a safe copy of OS is kept at a location in the original hard drive that came with ur laptop just try this and all will be ok

BEFORE TURNING ON THE LAPTOP, press and hold the 0 (zero) button on the keyboard, then turn on the computer while holding the 0 (zero) button down. When the Toshiba logo screen appears, you can release the 0 key.

it will install the operating system as it was the day u bought the notebook

pls rate me if u find me fixing ur problem

These instructions apply mostly to products pre-installed with
Windows Vista. If the above method does not work, try a couple of
times. If it does not work after several tries, you need to use the
recovery discs for your computer in order to re-install Windows Vista.
You should have burned these discs when you first started using the
computer, however if you did not, you can obtain a copy of the discs by
    calling your computer's manufacturer.

actually ur computer is unable to recognize the hard disk pls consider changing it , u have still not answered my question is this hard disk orig that came with this laptop , if yes then u should try re-seating ur hard drive take ur hard drive out by opening the screw beneath the laptop with a hdd sign on it open the compartment and then take ur hard drive out and then re fix it in the same manner see if it works , if it does not then u should email toshiba support explain ur situation they will send u a backup OS disk thru mail but they might charge u for that around 10 $ or 20 $ but it will solve ur problem , it seems like the health partition is also destroyed on ur hard drive that is y it is unable to restore the OS ,

if restore disk doesnt help u then i am sure that ur hard disk has failed

pls let me know if i can help u more on this

System recvery win 8

No you cannot do that as it is registered to another PC. If it is new, contact the seller or hp and ask them for a suggestion otherwise you are looking at formatting ans starting again. However, if you have the COA code, download Win8 and use your code to re form the OS.

How to reformat lap top

Don't do it unless you've got ALL the drivers for your new install-and I mean ALL the drivers. If your manufacturer hasn't got them available to download, then you'll end up with a doorstop.

My Lenovo lap 892229U 3000 c200 crashed and I do not have the installation cd. I loaded on the XP operating system but I am have problems loading on the drivers like the sound, wireless etc.

you probably have a secure partition. it will contain your recovery disks if you have not changed your partitions or changed disks. you may either have to create the disks from this partition or run a recovery program from this partition (drive)(folder).
