When I turn on my console, the screen automatically scrolls left, and I can not use either joystick to move right. I am able to use the 'R' button to tab over, but as soon as I drop down to make a selection, it scrolls left to the beginning again. I have successfully fixed it 3x by holding both joysticks on both controllers to the right while turning off the console and then turning it back on, but this solution no longer works. I am unable to use my Xbox anymore.

I had this same problem with my 360 controller (after modding it, but the solution should be the same..) If you pull up on any 360 joystick it will stick the same way.
The quickest fix would be to take some sandpaper on the inside of where the joystick touches the controller shell, sand it down just enough so the joystick is moving smoothly.
More professional ways would be to cut the little piece of metal that sticks out and goes into the joystick. Just a very small amount, too much will make it hard to press the right thumbstick button.
You could also try some old fashioned grease, just a little bit on the inside, nothing noticeable from the outside.
Also make sure the controller is put back together right, I've taken apart many 360 controllers and sometimes joysticks stick when there's a wire in the wrong place and the shell won't close all the way. (The rumble motors particularly).
