You are mentioning that you are trying to transfer video though USB port, that is not possible, you have to connect the to the pc through the DV port from the camera to the Firewire port of the PC, if your PC doesnt have a Fire wire port, install a IEEE1394 firewire card in one of your PCI slots.

the ccd image sensor of your camera is the problem...i know it is free for replacing that sensor..that trouble is also in sony, canon, samsung and the other cameras brand cause the manufacturer of their sensor is only one company that why they recall it from the batch of 2002 to 2004..log on to the jvc costumer care to see all the detail...

SOURCE: JVC Gr-DVL300 Won't playback
The heads are probably dirty. First you can try to let a tape run through from start to end and see if it cleans the head. then try running in reverse play scan. Next try a head cleaner tape if you have not yet. If these things do not get your picture back you should take it to a repair shop, I do not recomend taking camcorders apart for cleaning at home. Full size VCR's are ok to clean your self with instructions but not camcorders because they are vary easy to damage worse without experiance and proper tools.

This kind of symptom appears in camcorder when its video head got dirty/ clogged, put video head cleaning tape in camcorder and clean head as per instructions provided with cleaning tape.
You can buy video head cleaning tape from Radio Shake or any store.
