More information is needed:
Are the power on?
Are the power cable lose on the back side?
Are the power cable plugged into a socket?
Are there any lights indicating that it receives power?
If you switch it off and then on on the monitor itself, without a connected computer turned on, do you see a logo from Toshiba and then some text indicating no signal is received?

Return the set for refund/ exchange.

It sounds that the main digital board has been damaged. Contact any service technician.

Hi Mr. Kombat,
Kemungkinan capcitors ada yang rusak di circuit tv bapak. Tetapi disamping itu bisa juga backlight LCD. Harap di check benar benar kedua item ini. Masalahnya adalah pada salah satu item tersebut atau kedua duanya.
