That cursor indicated that the BIOS can't find an Windows installed on the hdd. Since even the recovery partition appears to be inaccessible the only thing left is to reinstall it using the recovery cd that should have come with it when you bought it If you don't have it you can order it from Dell.

Hi, STOP Error 0x00000073: CONFIG_LIST_FAILED STOP error 0x73 means that one of the top-level registry keys, also known as core system hives, cannot be linked in the registry tree. STOP code 0x00000073 may also display "CONFIG_LIST_FAILED" on the same STOP message.
This can be either SAM, SECURITY, SOFTWARE or DEFAULT. One common reason for this to happen is if you are out of disk space on the system drive (in which case param 2 is 0xC000017D - STATUS_NO_LOG_SPACE)
This is a serious situation. What has happened to the PC? Was there a power failure? Sudden restart? I cannot say exactly that this is the problem. We have to analyze further.
Here are some steps and information to help you.
First of all make sure you have ENOUGH DISK SPACE in your SYSTEM PARTITION (Volume). STATUS_NO_LOG_SPACE means that logs and hive enumeration is not possible due to lack of the space. System drives has page files on it as well so First thing you have to do is to save some SPACE. If you have Windows DVD (or CDs - use CD1) just insert it and boot from CD/DVD. Go to Recovery Mode (Key is R). In the recovery mode Type DIR. If you receive an Error you have to type chkdsk PartitionName: /f /r As an example if your system drive is C that would be chkdsk C: /f /r ( Spaces between C and /, /f and /r ) Then the disk will be checked for bad sectors. Partition table will be fixed to normal.
If you do not receive an error and if you could see the files: Delete some files using DELETE command. (Use with caution - Try delete ? or delete /? for a list of OPTIONS). Create some space (If you use Vista make sure you have at least 1GB Empty Space. A calculation. You have to have at least 1GB + Space for the Page File. Page file uses 1.5 x your RAM Size GB space.). Then Boot the machine and check. That should work.
This post has two parts since its too long.

You got disconnected from the chat.
I need to know your operating system so i can write a detailed instruction. In case you are using windows XP, you can try this steps:

-Boot from windows XP installer CD

-Start the recovery console, if you don't know how here's the link: Ref: http://support.microsoft.com/kb/307654#3

-Type this commands: (hit enter key after each line)

CHDIR $NtUninstallKB971486$\spuninst
BATCH spuninst.txt
EXIT

Let me know if you need further assistance. Thanks.

Wont boot up,black screen.message on screen says, invalid partitio

When you power up your computer, the system examines the master partition table to determine what volume to use to boot up the operating system, and detected invalid information within it. This is caused by an incorrect or missing active partition.
To resolve this issue, consider the following steps:
  • Boot up the computer with a Microsoft Windows 98 boot up disk or Windows XP recovery console. Select the correct bootup device before you do that.
  • At the DOS command prompt, type in: fdisk
  • Question - Do you wish to enlarge large disk support (Y/N) ?
  • Enter: Y
  • Now to check for active partition, enter: 2
  • Look under the Status column. The active partition is usually assigned to the drive which contains your operating system.
  • If there's no active partition set, enter the number of the partition to make active
This must solve your problem.

Reloaded xp pro on dell lap and then the blue screen of death and now nothing except error loading os Please if you can help I know very little about computers so bear with me...

Just about every prebuilt system. Dell, HP, Compaq, e-Machine ECT.
Place a small hidden partition at the front of the primary hard disk drive.
This partition is about 2MB to 4MB in size. Within this hidden partition are drivers. If you need to reinstall your operating system you will need to use the manufactures restore CD's. On the other hand if you are trying to install another operating system like, (An upgrade or a full install of another OS), though it may appear windows is installing it is not. Hence the blue screen. Once you delete this hidden partition you can install or reinstall the operating system of your choice. There are two ways around this. 1.) Download and run a program called, Darik's Boot and Nuke for CD and DVD 1.07. This allows you to create a bootable CD or bootable floppy disk. Download link below;
http://download.cnet.com/Darik-s-Boot-and-Nuke-for-CD-and-DVD/3000-2094_4-10151762.html
This program will remove/delete everything including hidden partitions.
This program has been updated so you can remove the hidden partition without harming your current windows.
Once completed you will be free to install any operating system.
2.) Run Darik's Boot and Nuke to remove the small hiddion partiton.
Boot to your windows CD. Carefully read the screens that come up. If you have personal data in your operating system and don't want to loose that data than follow these instruction. During the install of windows, you will come to a screen where windows will show you the partitions on your drive. If your drive has a min of 50 to 60GB of free space you can create another partition within the free space and install windows fresh. Once windowsw has been installed and updated you can now copy and past all your personal data to the new windows.
When finished, click Sart, Run and type " diskmgmt.msc " and click ok. In windows disk managment you can now delete your old windows partition. If you need help using diskmgmt.msc just open the link below;
How to use Disk Management to configure basic disks in Windows XP.

it sounds like the hard drive might be failing or it might be a software problem. Try starting in safe mode and running a full system scan to see if it's sometihngi n the software. If not go to the Bio's screen and run drive self test. you do this in bio's by scrolling with your arrow till you get to a tools menu and then it will say hard drive self test. Your computer then will do 3 tests to determine if you have a harddrive problem. If you do then you will have to have the hard drive replaced. If you have a warranty on the computer call them as they will cover this issue.

As with any blue screen, this is an operating system error in which a driver or program has overstepped it's boundries by writing into an unauthorized section of the memroy, therefore causing the memory dump. You will need to run a system repiar or reload with your recovery disc or operating system disc in order to cure the problem. Start with the repair, if the rogue still persists, then you will need to wipe the hard drive and reload the operating system.
