The mouse should have come with a CD which has the mouse software on it. Put the CD into your computer and follow the installation instructions. Once the software has been installed, plug the USB receiver (the thin black piece) into your computer. Put a battery in your mouse and turn it on. Then press the Connect button on your receiver, and when the light starts flashing, press the Connect button on the mouse. The light will stop flashing and your mouse should be ready to use.
There is a Dynex software suite that comes on a disk with the mouse -- this suite provides the mouse's driver as well as additional functionality such as changing button properties.
