I read the answers written here and I can see why some people are still confused. So I will try to break it down into steps:
1. With your foot press down on the lever numbered 1 at the bottom of the stroller. This lever holds in place.
2. With your foot press down on the the lever numbered 2 at the bottom of the stroller. Hold this lever down with your foot because it does not lock in like lever numbered 1.
3. While your foot is still pressed on lever number 2, hold the handle bar with both hands and **** it forward. This step is rather tricky. So think of it as punching both hands forward horizontally while holding the handle bars.
At this point the stroller will come apart and fold. Now if you see that the stroller is stuck in position and does not fold or comes apart only with a lot of force then you have to oil the joints. Use WD-40 and spray it on the joints on the side of the stroller located right below where it say "PegPerego" on the body of stroller. That is where the joint where the stroller folds is located.
Hope this helps.

I should note, you have to twist the thing on the center of the handle bar to make the handle bar go back. Press levers "1" and "2" and it should fold up like a dream. If not, you need to oil the parts.

If you have the kind that has levers at the bottom numbered "1" and "2" you just have to push those down and then pull the big handle. if it still doesn't work try spraying a little DW-40 on the levers or some Pam cooking spray if you don't have any DW-40. we got a super old one and it worked for us and it runs great! :)

As noted by the folks preceding, it mainly needs lubrication. I used Pam (to avoid the WD-40 odor - thank you sarahwitt!) to lube the two foot levers and the sliders that the foot levers move. The real problem is the plastic cam that the sliders release up near the point where the handle connects at each side. These small crescent shaped plastic "C-clips" are what actually holds the stroller together while you don't want it to collapse, and you need to spray your lube into where they rotate, and then work it in so that they rotate almost freely. After I did that, everything seems to work much better.

Here is peg perego's list of stroller manuals but I don't see Milano, there must be a different model name somewhere on the stroller. I will keep digging.

If you contact Peg Perego directly, they can mail or email you a copy of the manual for this stroller, which should have instructions and diagrams showing you how to put the straps back on.

How dou you fit the Prego Infant Car seat (without the base) into a Prego Stroller (Milano?)?

There should be pegs under the seat cover that you pull ot than turn the carseat towards you and click it on the stroller.

I cannot close milano stroller

Above the wheels at the rear of pram there are small levers that you must activate. I'm pretty sure you press the left one first (do not need to hold down) then hold down the opposite side's lever and push forward and down on the handle of the pram. If this doesn't work try pressing the levers in the opposite way first. Originally the pram would have had stickers "1" and "2" on the levers to dirict you how to fold. If in Oz look up Karisles on google and follow the prompts to download instruction manual.

How do you close the milano

Standing behind the stroller when you look down towards the basket, look along the frame, just above the rear "step" on the right side you will see a plastic lever that usually has the number one on it, step on it. On the other side you will see an identical lever that usually has a number 2 on it, step on it, while holding it down with your foot, pull up slightly on the handle bar then push down and back to you at the same time. The stroller will fold and you lock it in place by taking the oblong shaped rings attached to the handle bar and hooking them over the "pegs" on the side of the stroller near the bumper bar.
