SOURCE: My Via Venezia steam wand went down into the garbage disposal

Starbucks does not sell parts for their machines. You can go to SaecoOutlet.com and possibly find this part. They are helpful if you call also.

It sounds like a heating element has gone out, you have seriously hard water that has damaged the system or you have a burned circuit. Without doing something I would not recommend with that type of system your only real choice would be to send it back for repair. If it is brand new it should have a 1 year warranty.

Nozzle won't stay on steam tube

There should be two rubber pieces inside the threaded collar & cap that help produce a pressure fit onto the wand itself. There is a total of five plastic pieces on my steam wand excluding the wand itself on my Via Venezia by Saeco I purchased a year ago. Sounds to me like you lost one of you rubber gromets! Just my thoughts!
