Check the wheel for any hair or anything that is stuck on it. Then check the wheels and there connectors for any bent parts. Look at the joint and see if anything is bent.

You need to put more weight on the front of the stroller. The wheel is shaking because it's able to swivel....

I have the same problem, the airline broke ours the last time we flew. I just found on Graco's website that you can order replacement parts. Here is the link, http://www.gracobaby.com/store/order/default.asp?N=10418+10413+10421&Ne=11
You'll need the model number and serial number. I found ours on a sticker under the footrest. For our stroller it's $19 plus shipping for the front wheel assembly.
