The Crystal is not damaged, however the last retractable ring is damaged and the lens system cannot open and a system error appears . Can it be repaired? Thanks

When you turn the camera on the lens comes out and has parameters when extending to focus, if the lens does not open fully it sees a problem and then closes.
there are tiny plastic gears inside and may have chipped or a piece of sand got in causing the lens to jamb. "very fragile"
one solution is to ask a camera repair shop how much a lens mechanism would be to replace. (if cost is more than 1/2 of what you paid dont bother)
another solution is to have someone sell your camera on an auction site for parts, to make some money towards another camera purchase

Sorry to say you have broken the lens, replacement of the lens is the only practical repair and if you cant swap one yourself from a dead camera it would be beyond economical repair.
If you are adventurous you could buy a faulty one of ebay and swap the lens or if the faulty one has a broken screen or mode dial swap yours over to the faulty one..
there are a couple of "tricks" do getting this camera open drop me a line if you decide to proceed...

It helps to know the make and model of the camera, some cameras the lens is too fragile and we have never been able to repair them. Other models we have had a great deal of success repairing them. (Google: darntoothysam)
One trick you can try... at your own RISK... is to put the camera lens on the edge of a table and gently but firmly push it back towards the middle and try to get it to CLICK back into place. There are three small metal pins inside the lens barrel and these pins ride in grooves in the inside of the lens, this makes the lens move in and out... If your lens is at an angle, at least one pin has jumped out of its groove.
Put the SIDE of the lens (NOT the flat front of the lens, the rounded side) on the edge of the table with the camera body not touching anything. Push the lens back towards being straight again and it will either click back into place or it wont. Even if it does it may not work, or you may damage the lens further.

Lens errors are fairly common. Usually it's sand or grit interfering with the lens extension mechanism. Or the camera's been dropped with the lens extended. Or the camera has been powered on, but the lens had been blocked preventing its extension. Or the battery ran down with the lens extended ...
Here's some things that you can do to try to correct it. They only seem to work for less than 50% of the lens errors, but if the camera is out of warranty, they're worth a try:
