Set turn off hard disks option to NEVER in Control Panel / Power Options.
This is documented in Dell somewhere but I can't find it again.

Latitude D630 screen is black from the time it is turned on. Computer is running, and I can see a little but it is mainly dark.

One of two components need to be replaced. The inverter board or the back light. The inverter is usually what will die. The inverter board is along the bottom of the display.

D630 lcd screen

If your laptop appears to boot up and the hard disk LED flashes, then the problem is probably a back light fault. This can be a faulty inverter or a faulty CCFL lamp. Please click on this link and follow my instructions to identify the fault and possible fix :- http://www.fixya.com/support/r3598095-faulty_laptop_lcd_screen

My sister has a Latitude Dell D630 and the screen is VERY dark. You can barely make out what is on the screen. Is this a hardware problem and if not how do I fix it?

If when you move the screen the screen brightens intermittently you could have severed the LCM cable, otherwise it will be the inverter board.

Usually there are black rubber feet you can prise off to find screws underneath that removes the bezel around the screen.

At the bottom of the screen is a tiny board with connectors at both ends, you need to track down the part number written on it, a quick google search and order that part.

Replace and reassemble.

Collapse in graphical view and hang!

You say you replaced the graphics card?
Either way, this is one of two things. Hardware (a faulty display card) or drivers. If it is an old card, or you did a driver update recently, go to your device manager, and roll back to your previous drivers. if this doesn't solve the problem I recommend getting the latest drivers for your display card, installing them and seeing what happens.

Hope this solves your problem!
