I just bought a used camera with the same problem, I had it working when I was trying it out by flicking the lock tab under the flash. Then when I got home it wasn't popping up so I made sure that the battery was fully charged just in case it was a power issue of not releasing the flash lock. It still acted up then I gave the camera a few knocks on the bottom and now it works, for how long I don't know but something is sticking to cause not to release.
