Likely to be crud under the keypads - particularly if the letter-combinations are always the same: I had the same problem on my notebook, and fixed it by using a pin to 'plough' the gaps between keypads for hairs. Blowing / vacuuming might also help.

When I use the keyboard only some letters work

Replace the keyboard -- it would cost $50 to $100 to "clean" and/or "trouble-shoot" the keyboard.

Try to _NOT_ spill coffee/pop into the replacement keyboard.

Okay when I type the letters on the top row I also have the number closest to it for example when I type e it comes up e3 or E# that happens with every letter on the top row or vise versa number and letter...

Your keyboard is faulty - either due to a mechanical failure or spillage.

This is pictures of a different brand, however the premise is still the same...

An easy repair - remove the top trim bezel (just under the screen) this will allow access to 2-3 screws.

Remove the screws, and tilt the keyboard out.

Remove the ribbon cable.

Install reverse of removal.

Keyboard & Mouse Problem

Seems like you Ctrl-key is pressed all the time somehow.
Make sure that none of the Ctrl-keys is stuck.
If you try another keyboard, everything should work fine, so just check your keyboard. Maybe you need to replace it.
