This problem occurs especially because you opened another program that uses your webcam. You should close
any other program that might be using your webcam because a simple
webcam can only interact with one program. If it doesn't work, try

First uninstall the drivers and then download the latest bios update for your notebook from hp.com and then restart the computer.... then install the latest updated drivers for webcam from hp.com and check this will surely work.
If not then check for quickplay driver update too.
Another thing open task manager and then go to processes and check wethere you can find the webcam running or not if yes then right click and end the task , also check for the programs that might use webcam like if you have installed yahoo or skype messenger end the program task too.
you have another program that is using the device and as such the pc cannot have two programs using this device. stop all programs that may be using the webcam and try again. msn messenger, oovoo, skype etc. all "use" the webcam.
if you have webcam program installed different to the default one. then you will encounter that kind of problem... solution, try to choose one of the webcam program and make it youre default one... or stick to the webcam default of youre messenger..
