Question about Kenmore 24 in. 16032 Built-in Dishwasher
Model 15838 does not empty after final rinse. Motor sounds like it is running, but I must activate cancel/drain button 2 - 4 times to get it to completely empty, Water in tub is still soapy. Just replaced the water inlet valve after advise that it may be letting in fresh water during final rinse/drain. That did not solve problem. Took drain hose off with water still in tub and I get a very small trickle of water coming out of drain hook-up.

SOURCE: Kenmore Ultra Wash dishwasher
check and see if you are getting ac 110 volts to your water vave when trying to start the unit. if no power check your breakers and /or the incoming power to your dishwasher if they are ok and show 110 voltage coming to the unit then you probably have a control board or touchpad problem which would need a little more detailed check out.
If you do have ac 110 to your water valve then you may just have a bad water valve. Because the washer has to fill first. Hope that helps!!

Happened on my dish washer too. Remove lower rack, remove lower spray arm by removing the center plastic nut, check screws (torx) on outside edge of pump. Tighten these as necessary, mine were loose causing water to spray forward against the tub causing leakage.

that would be model # 66516012403 correct??
you may have inadvertently set the lock on function..
check this out from your manual...
Use the Lock On to prevent unintended use of the dishwasher
between cycles. You can also use the lock feature to prevent
unintended cycle or option changes during a cycle.
When LOCK ON is lit, all buttons are disabled.
NOTE: The dishwasher door can be opened while the controls
are locked. However, the lock must be turned off and the Start/
Resume button pressed to resume the cycle.
To turn on the Lock
Press and hold HEATED DRY for 4 seconds. LOCK ON glows.
If you press any pad while your dishwasher is locked, the light
flashes 3 times.
NOTE: If the Heated Dry option is selected, the light will
temporarily turn off until Lock On glows.
To turn off the Lock
Press and hold HEATED DRY for 4 seconds. The light turns off.
hope this helps,
best of luck,
