I have a 3 set of the above system KX-TG1033S. No dial tone
I only get a continual beep sound like a busy signal. On the screen it says new message. But I cannot get the answering machine to work. Our non pansonic phones work fine so it is not the telephone line and I have checked all of the pansonic phones to make sure they are on their bases and connected well.

If that pulsating tone is anything like what I sometimes here on my phone, then it has nothing to do with your phone. It's your telephone company telling you that there's unheard voicemail on their system. You'll need to contact your telephone service provider for instructions on how to access their voicemail system.
Here's what the manual says:
Changing the Dial Mode (Tone or Pulse Dialing)
Your phone can communicate with the telephone network in two different
ways: tone dialing or pulse dialing. These days, most phone networks use a
method called tone dialing, so your phone comes programmed for tone dialing.
If your phone company uses pulse dialing, you need to change your phone's
dial mode. If you don't get a dial tone or can't connect to the telephone
network, follow the steps below to modify your phone?s settings:
With the phone in standby, press and hold [cid/menu].
Press [vol/ / ] to move the pointer to select DIAL.
Press [select/channel] to set the phone to pulse dialing.
Return the handset to the base. The handset communicates the new
setting to the base, and the base activates the setting on any other
Hope this helps out.
try code 1000, that seems to be standard lock code pre-set for the phones, else take battery out for about 10 minutes or so ( this will likely erase your info, but you cannot get to it anyway). good luck!
