There is a switch to the lower left of the sterring wheel on my 1996 lincoln town car that saids [sterring low-----hi]
what does it do?

It adjust the level of power steering assist from full assist to less assist(stiffer).

What can cause a no power condition to ac compresor on 1996 Lincoln town car?

Instructions1 See if the problem is as simple as a blown fuse. It is probably a blown fuse if the temperature controls on the dashboard seem to work correctly but have no effect on the air. The fuse box in a Lincoln Navigator is located by the brake on the left lower side of the steering wheel. Pry off the fuse panel cover and find the blown fuse.
2 Have a look at the control panel next, if the controls are not working at all. First disconnect the negative battery cable. Detach the shift lever cover, and then the electrical connector. Unscrew the screws holding the trim cover on the shift panel. Disengage the four clips to pull the trim panel off.
3 Unplug the electrical connectors, remove four more screws, open the audio unit cover the whole way, disengage the clips in each corner and remove the climate control panel.
4 Listen for the blower motor to be properly working while the engine is running with the air conditioning controls turned to high. Adjust them from low to high to make sure the blower motor noise increases and decrease accordingly.
5 Find the blower motor in a Lincoln Navigator underneath the passenger side lower trim panel. Push the carpet back. Unplug the electrical connection from the blower motor, remove four screws and pull the motor out.

I purchased a flasher for 1996 lincoln town car and would like instructions and diagrams on installation

The flasher is located under the sterring wheel to the left, just over the brake pedal, the flasher unit is a (commonly) round or cubic dollar size piece.

Ford had a common problem that would cause the blinker operation to fail caused by a short circuit in the turn signal switch. The switch contact plate will come loose causing the blinkers to stay on or not work at all. To replace this switch remove the steering column cover (3 screws on the bottom facing upward). Once the steering column cover is off remove the two mounting screws that attach the switch to the column. When the switch is loose from the column remove the wiring harness connector and reconnect to the new switch. Remount the new switch with the mounting screws and re-attach the steering wheel column cover and recheck operation.

No. The steering wheel does not need to be removed to replace the dimmer switch. Remove the screws under steering column and remove the upper and lower panels.
