I bought my lakewood heater used and when i tested it started to heat up. When i brought it home the heat was very low so i rose the thermostat. An hour later - there was no heat. whats wrong?

Contact the seller, and ask him to refund you. If you can't, the problem seems to be the thermostat, or the switch.
Tries first see if the switch its on place (normally just have to pull it)
Next, if you know how to, open the heater and test the thermostat.
If don't know how, the can't help it more.

Cycles on and off after reaching desired temperature

The problem sounds like the thermostat which is probably a bimetal strip. It sounds like the bimetal strip is just constantly bending one direction then the other. It could be possibly adjusted by bending it -- this would be a trial and error process.

Or, it could be replaced.
