Should rear fan run all of the time or only when needed?

Depending on if the fan is plugged into only a molex (power) connector, or into a fan port on your motherboard, it could go either way. If it's plugged into the motherboard, there's a good chance the motherboard is controlling it thermostatically. A case fan venting out is always a great way to help improve airflow and keep components cool.

Hope this helps!

you need to service your pc. there may be accumulated dust over the fan and cpu fan. constant heat compel the fan to work all the time to cool the cpu. contact a pc technician in case you are not confident enough to service your pc. there is sensitive parts inside your pc.

The fan keeps running at high speed even when idle

that is an overheating issue and most likely comes from a clogged fan opening, a bad fan, or a bad connection between cpu and heatsink

check those three items, and maybe it will correct it self

Constantly freezing up and unstable

you must check the fans, either the CPU fan, the PSU fan or the case fan must be falling and getting high temperatures in the PC. Just check this first. In second time, check for some virus.

PC blower fan stays on while comptuer is on

The fan is supposed to stay on anytime the computer is powered up. If you are saying it is running full speed all the time then more than likely the PC needs a good cleaning. Disconnect the power cord and open it up. Use a can of compressed air and clean all dust out of the computer paying close attention to the heat sink on the processor and the power supply. Check the fan at the processor and make sure it is seated securely.

Gateway Profile 3se cooling fans don't start every time.

The Internal Fan On the cpu is always on correct? If so the external fans come on when the tower case has a temp higher than 85F. This is perfectly normal
