Same happened to me with my old panasonic set. It was a dry-joint. You can try re-soldering the circuit.

Good Luck.

P.S. - Check the Power Suply area closely.

Power went off and when it returned unit will not progress from the Hello message

Remove the power plug and keep the set un-switched for few hours/overnight. If there is any resetting mentioned in the manual please try and reset the TV using the method described.
Now it is possible that the Tv has hung up after the surge on power after the power cut.
This might have corrupted the operating program and hence it might need a reset.

My guess is your video card driver has been altered and is causing the problem. Try rolling back the driver before reinstalling the monitor. Here is a link to the manual for your monitor: http://www.flatmonitors.com/Samsung170N.pdf

From the above manual: "The PowerSaver system operates with a VESA DPMS compliant video card installed in your computer. Use a software utility installed on your computer to set up this feature".

The tv model number is hitachi 46w500. the dvd picture is stuck on one screen and now the dvd won't eject.

Remove the power off and let the set rest for about few hours. Now try out to see if the DVD releases.
If the picture is still with the old memory of thelast scene then the processor has hung up.
You must have to release the DVD by opening panel if a reset of an overnight power on the set does not work.
