Wow... I've never experienced a raw USB drive (no fomatting whatsoever) before. Did you get it out of the package like this? If so, I would certainly seek an exchange. For Sandisk Cruzers, that's certainly not normal... not only is it FAT formatted, but there's also a CDFS-formatted section with U3 fluff (which I typically nuke straightaway with the Sandisk U3 Removal Tool)

So, for clarification, was it raw 'out-of-the-box' or did that happen due to later actions?

When you formatted, did you try FAT or FAT32? Also did you try quick Format option?

1. Download this tool:
http://dl.dropbox.com/u/4040651/LLFTOOL.EXE

2. Format

(WARNING: After running this low level format tool,
the whole USB flash disk surface will be fully erased.
Therefore, data restoration will be impossible after using this utility!)

The file system of my hard drive become RAW.

http://www.z-a-recovery.com/unformat-tutorial.htm

This tutorial describes the procedure to recover one volume when
  • the volume was accidentally formatted
  • Windows reports the volume is "raw filesystem", or "not formatted"
  • An external drive failed, either flash (so called "thumb drive") or an hard disk connected using USB or FireWire enclosure.
  • MFT is corrupt on the NTFS volume, rendering filesystem partially or completely unreadable
The recovery is done in seven steps, requiring about eleven (11) mouse clicks. Note: The older than current versions of ZAR might have been used to create the screenshots in this tutorial. We did not update the screenshots if there is no significant difference between older and current versions. If you see some option in the program which is not described in the tutorial, just leave it at its default setting.

My usb flashdisk become raw data

1). Do not format this hard drive before you've recovered all your stored data back. In your case, the formatting process may erase everything on your drive and make your data gone permanently.
2). Never save anything new on this drive in case that any new file would rewrite your original data.
3). Plunge this drive to your computer and download a RAW drive data recovery freeware to get back all your lost data back:
http://www.freeware-fix.blogspot.com/2013/02/raw-hard-drive-recovery.html
This hard drive has helped many people around me restore their inaccessible data back from a RAW drive or memory card. It can also work perfectly on your drive.
Read more detailed information of this freeware here:
http://blog4mark.blogspot.com/2012/10/help-external-drive-became-raw.html
4). Save and back up all your restored data on another drive in case of data recovery failure.
5). Format this drive to see whether it is fixable.
