Problem for GE Security Simon 3 Wireless Home Security System

I've got a Simon 3. I open the panel, punch in my code, press add and once I press sensor, it says "option not available." Ok, start over. Open panel, try to punch in dealer code, nothing works. 123,1234,12345, 123456, 654321, 65432, 6543, 654 all do not work. How can I access the programming menu to add a new sensor? The installation manual doesn't say anything.
