IBM ThinkVision L191p after power on, remain black.

First place to chaeck will be power supply, the problem can also be caused by bad inverter circuits, bad lamps, see example of failed monitors due to bad caps, lamps, http://s807.photobucket.com/home/budm/allalbums

Monitor won't "sync"

Analysis procedure on this one is straightforward, though equipment intensive.
1) Put a different display on the Mac and see if it works better.
2) Put a different computer on the display and see if it works better.
Until you do this, we don't even know what component is at fault. Once we do, you can proceed from there.

Monitor screen stays black even though it's on

Remove the memory from your unit - power it up it should beep if full communication is still happening across your m/board. No beeps you board has died. if it beeps and your using two diffent memory modules just fitt one leave the battery out and power it up = if no display pull power swap out the memory and try again. if display occurrs you have a defective memory module - throw that failed unit away

My monitor will remain black when notebook is powered up

Black uses much less power. It's a device for automation, so you really should not lavish the watts and attention on it unless it has to perform something truly novel.

If you really want to use the monitor though, you can use the function-key combination used to switch the display between internal and external displays.
