Hold the menu button, connect it to your computer, let iTunes open up (keep holding it down) there should be a message like 'iTunes has detected an iPod in recovery mode'... don't let go of home until that message shows.
this resets your ipod and puts it into emergency recovery mode just follow what it says, and you should be good to go

You need to restore it with iTunes, but you can't restore an iPod While its Locked With a password, well in order to Force it to Restore you shud put it on Recovery Mode. Hold down the power and home keys down for about 10 seconds each while
plugged into iTunes. When the screen goes black, release the power
button but keep holding the home key until itunes says. We have
detected an itouch in recovery mode.

That could be one of two problems: Either the cord of the click wheel has been disconnected from its socket which will be an easy fix and you only have to pay labor, or you may just need a new click wheel which should still be cheap.
You need to put in DFU MODE, and restore your ipod touch. Easy: Press The Home Button + power button for 10 seconds. after 10 seconds, press only the Homme button. And now, connect your ipod touch on itunes and press RESTORE.
You are doing the reset wrong. Try doing this: Toggle the hold switch and put it back in the off position. Then press and hold the center button and the menu button simultaneously for ten seconds and the apple symbol should come up on the screen. Then it should work like normal. Hope this helps!
