it depends on the files on the cd ...they might require a certain software to be installed in order to be read..for example the player may not be able to read mp4 without a codec installed ..or vcd (video cd ) to need a dvd player installed or a player that supports video cd and dvd-es..Same way for other file types...or ...certain speeds being imposed on writing ..and your cd drive to be unable to read them on those speeds..
The 4600 has PowerDVD to play DVDs (You should have the software CD to install it on the 3000) DVD burning software would be Roxio/Sonic, and you should have that CD too.

When the CD/Dvd Drive becomes old the Optical Lense is not strong enought to read DVD because DVD is more dense than CD track. You can Try to clean the lense. There are lense cleaner available on the market.
Sounds like your CD drive is gone. Try inserting a program cd and see if it reads it. You can also switch the cable attached to the cd drive. Make sure you get a power light on the cd drive when you start the PC, if not you can try a different power connector from the power supply. Hope this helps.
try cleaning your cd rom by the lens cleaner, just run/play this in order to clean the lens. prior from that, try to load some other cd's which you think it play then you need to clean your cd rom. just in case it won't play the cd 's which previously running the cd rom is suspected to be defective and needs to be changed. examone your cd is there some scratches? if there are but with deep scratches then your cd is might also be defective
