1, Find the negative ground connection. clean it and reattach.
2. Headlights don't blow out like home lightbulbs, they start to die, they start to get dim. If yu are working with a two bulb system (one only comes on when you put high beams on) possibly the regular bulb is dimming because it is being used most.
3 try cleaning the globe to the headlight. Check to see if out of adustment. park car about 10-12 feet away form a blank wall. Turn lights on dim. Check to see if the "spot" created by the light is equal on both side. Older cars can lose their headlight "reach" making the bulb APPEAR to be dim when really, they need to be adusted.
it is very easy to adjust headlights.

I finally got mine fixed!! It was the crossover wires between headlights(the wires that run in front of the radiator). One wire was torn into. Spliced them and taped back together. Hope this works for you!! I also used something called wire caps that help hold the spliced wires together. I found this solution on yahoo.com search engine where someone else had suggested this. My only problem was no dim lights, but all the other lights worked fine.

first i would want to know that all the headlamps are in good working order. it kind of sounds like these are also bad bulbs. you will also need to look for good ground wires just behind the headlamp assemblies. to answere your question, YES. if things were not repaired properly and without attention to detail then you could have wiring issues. on the plus side it doesnt sound too difficult. try these items first.
