No, then tom tom cannot recharge when the car is not on. You need to turn on the car before your tom tom can charge. The battery gets to charge the tom tom when in use. Once the car is turned off the gps will not charge. You can try out a practical by turning off your car and plugging the gps to see if it will work. Or the cigarette lighter, does it work when the car is turned off. Since the cigarette lighter does not turn on when the car is off, then it means it gps cannot charge once the car is turned off.

Hi Vinarbor. Just touch the middle of your screen to get to the main menu. Touch settings. Touch right arrow 3 times till you see SET UNITS in bottom right. Touch set units. You will now be able to set your units from MPH to KMH.
Hello, if your tom tom does not turn on, the first thing you have to check is the battery. The battery might be very weak such that it cannot power up the tom tom.
So, my idea is that you make sure the battery is fully charged and if it still does not power, please let me know so that I can direct you further.
Its not uncommon for some GPS to take a while to "warm up"
Check the tom tom site as some tom toms have a quick sat finder update. If you use tom tom home on your computer it usually has an UPDATE option where it will go online and get any fixes etc for your device.
Even then you may still see over a minute or so to boot up.
If you're using a RDS-TMC, then you don't need to go through Tom Tom Traffic. The traffic bar should show up on the right-hand side of the screen, and you're good to go.
If that bar isn't showing up, here's what to do:
Reset the navigator (use a paperclip in the hole on the bottom of the unit). Plug the RDS-TMC antenna into the navigtor. Plug the car charger cable into the RDS-TMC antenna. Turn on the Tom Tom.
