In all inputs including digital cable you can see a dark top of a circle across the bottom of the screen with a blue outline of the top circle above it. above that is blue lettering matching whatever the bottom reads (i.e.: TV VIDEO: TO SELECT)

If it's a old style projection screen pry off front grid, you,ll see a trapezoidal mirror this often becomes hazed smoke, dirt, ect. Make sure set is unplugged DO NOT ASSUME THEIR IS NO SHOCK HAZZARD BECAUSE SET IS UNPLUGGED(see capacitors) be careful and clean mirror with damp cloth and glass cleaner try not to spray as safety percotion, their are 3 tubes red , green, blue, green is th dominaent color if you know how turn blue HVU UP 1st( CLEAN picture tube lens 1st) These type of picture tube have clear poly glycol ( anti freeze) in lens unit to cool and is part of the optical system. I this fluid becomes contaminated then cost of repair may exceed value of unit, then increase red value I just thought you may bee able to do the color via menu not sure, if picture has a green tent at start this should help good luck , lot me know what you see.
If it is a tube type TV, probably needs degaussing. The screen within the crt becomes magnetized or external magnets from speakers are causing a problem. Sometimes changing the direction or position the tv faces causes degauss problems. If moving nearby speakers changes the discoloration, then speakers are too close or TV needs degaussing. Some high-end Asian tvs have E-W adjustment in users menu to correct this problem.
If it is RPTV 3 tube crt TV, maybe a convergence problem.
If it is DLP or LCD rear projection, probably optical engine failure.
What model is TV. Is picture normal in BW with color turned off?
It will be 11 years next month that I've had my Toshiba 55H55 Cinema Series and have the same problem every now and then, if you haven't already done so, go to the picture settings and scrolling down to conversion and it will take you through 3 steps of adjustments,there is a white cross in the middle of the screen line up the red first and then the blue, it will then take you to a screen with numbers, ID the clearest number and exit out, you should have a clear picture again. try unplugging the circuit board thats connected to the green picture tube thats the board in the middle then while the boards unplugged try to power up the tv if it works it means your green picture tube is shorted

ou will need to adjust that via the service menu. Toshiba has 2 ways to access it on various models I will post them both. first way
1. TV turned on 2. Press 'Mute' button on the remote. 3. Press 'Mute' button on the remote again and hold. 4. Press the 'Menu' button at the TV. You are now in the Adjustment mode
4. Use the 'Channel up'or"Channel dwn' to select the item. 5. Write down the old value of the item before changing. 6. Use Volume up and down adjust the value. 7. When you have made all the adjustments you want turn the set off to exit.
theres a high voltage block that all three of the anode leads attach to and sometimes a small crack happens across this block and will not let some or all of the crt's get the high voltage all at once untill it heats up a bit. now if this is not your problem i would make sure that all three crt sockets are attached to there tubes all the way as maybe justy maybe there loose and will only work after ther expand a bit. Now another problem that could cause this problem to occor origially would be that someone left off a crt ground strap and the crt arched and popped and caused the problem with the High voltage block. And no I cant see a tube being bad then comming on at first UNLESS when you say the red comes on is the picture all red with small retrace lines(small white lines)in the screen with no picture except for red???? No video only a red blank screen is what i mean. If thats what its doing then yes Ive seen heater to cathode shorts on a picture tube that would cause this problem but to be sure your really gonna need to have the set looked at.. Good Luck
