1.) Use alternative SMPS
2.) Use alternative motherboard
3.) Unplug HDD, check if BIOS screen is displayed
4.) Check if your input voltage power to the SMPS is sufficient

SOURCE: Intel Mother Board D845WN

Seems there is a loose wire, loose card, motherboard failure or mis-plugged wire. IS everything in right?

SOURCE: intel mother board power light is on... but processor not working

This is was with me too. I know how to fix it. Remove all cables from your cabinet, i mean like keyboard, mouse, moniter etc. Remove your ram too. Then press your power button from 30 seconds. wait for 10 mins plugin all cables and turn it on. Hope it works for you.

Best of luck.

Have a ATA-100 motherboard, when turning it on it turns itself off within 3 seconds... do not have a manual with this.

Pull cmos cell from motherbord for 10 minutes refix RAM memory .
reconnect all conection to motherbord.
Check your home power supply working fine also check earthnig ground problem.
Some times your smps means your cpu power suply unit has issue.
So try with other smps it is square box on top of the cpu in back side.
