I got a Minolta Maxxum 400si SLR from my dad without any instruction manual and I'm having trouble loading the film. I am putting it over the roller and it won't catch when you close the back. Should it be put under the roller? I also have a Canon EOS Rebel and it goes over the roller so I figured this one would work the same way. Any suggestions?

My daughter took the camera to her photography teacher he was able to load the film by wrapping more film around the roller. It's not as easy to load as my Canon. I thought we had put plenty of film around it already. Oh well, it's working anyway.

link to your manual, it tells us that we have a winding motor problem, I would do as you have done, so I would ensure that batterys are in great shape, the only other thing I could suggest is to try to turn the winding motor by hand in case it is just locked up. Failing that I presume the motor has died and needs replacement.
Open the door.Drop film roll in the camera and pull film up to the mark to winding take up spool,close the door and it will get automatically pulled on the take up spool.The number 1 will appear on screen.if 0 is flashing repeat the procedure to retry the loading..
