which operating system are you using.. windows xp, vista, 7 or 8..?? which browser you are using...?? Internet Explorer, Google Chrome, or mozilla firefox..?? are you able to play youtube videos on other browser...??
check adobe flash player... if its not working.. remove it and reinstall it again..
As you have mentioned that you are not able to open the You Tube website, I would like you to install the adobe flash player for the same. It should work
Else try using any other web browser like Mozilla or Google chrome to open the you tube and check if you are able to access you tube again or not
Have you tried another browser? like Mozilla firefox or google chrome? Adobe flash player doesnt work on 64-bit Internet explorer and that usually is the cause of your problem. You can try opening a 32-bit internet explorer on your system though and check if youtube will work.
click on my computer, then double click on drive C. Look for the folder that has X86 on it. open it and look for the internet explorer folder. open it again and then double click on the icon that says Iexplore. It will open a 32-bit internet explorer. if that wont work. go to mozilla.com and download firefox.
If you can watch a video no matter how slow it plays then the issue aint with the plugins or the browser, The possible cause is the internet connection speed, if videos play for sometime and shows buffering then your internet connection speed is either slow or used up by other internet related applications that use the available bandwidth if you are running them simultaneously.

Ok, firstly some admins put limitations on .exe programs that can be opened by users. so if you try and install the flash etc they wont open? try renaming the .exe to something they cant stop like winword.exe, or write.exe, or explorer.exe etc... if this doesnt work try this, when you have logged into your network etc...and the login window dissaperrs the computer is receving data through a network cable at the back! simply unplkug it and wait... with most restricted networks and users the system will claim a falure to commect to servers etc... and log you in as a workstation user, and you will find you have more flexability. and/or just use one of millions of proxy sites!!!
