Just Make Sure You Put It In The System 32 File Folder. The System 32 folder Should Be Located Under My Computer C:/ Drive ,Windows, System32 Then Just Drag And Drop The Downloaded m3plugin.dll Into The Folder And It Should Fix The Error.
