Try to connect it with you PC via usb cabal...and if your PC shows that he founds device (Iphone), you will see on Iphone screen that he is start charging...after that you can put it to electicity charging, with regular adapter and charge it for 1 hour and then turn it on and it will work :) That happens when battery lose her voltage (need to be 3,7V)...Otherwise if you PC, when you connect it does not show nothing, than you have some hardware failure and you need to take you Iphone to some mobile service to fix it.. Best Regards!

Second Option: Your Phone charging IC Fault So Please change charging IC And charging Problem will Solved Quickly
That is about the amount of time when my 3GS stopped charging. The USB charger through the computer stopped working on all computers, and my wall charger for some reason continued to work sporadically. I changed the entire charging dock and that fixed it right up!
I have a feeling that when you ran the battery down it is now struggling to get and hold a charge.
If you have a friend with a similar battery perhaps try that, or go to a mobile store and ask them to try a new battery for you.
