This is almost certainly a problem with worn pinion gears, which are unfortunately made of plastic. Replacements are just a couple of dollars, but you'll probably want to buy a few for each side in the event this happens again. The Scotts 20" reel mower is manufactured by Great States 1-800-618-7474. You can also find more information at www.reelmowersetc.com and the user manual for this particular mower can be viewed at http://www.reelmowersetc.com/2000-20.pdf.

Replacing the pinion gears in each wheel. Which way do the ratchet pawls go?

the pawls are positioned so that when the wheels rotate in a forward direction they lock up the pinion and drive the cutter blades ,
they release when the mower is pulled backwards
as for grease , if it had none then none is what is used
If it had grease then a water resistant bearing grease would be prefered

Why one wheel turns and other won't

Sounds like a seized bearing. Shoot oil into it or remove wheel and you can tell that way. I would oil the shaft and wheel well before taking apart.

How do i sharpen cylinder mower blades

I believe you mean to say a 'reel' mower. Normally and old fashoined push (non-engine powered) mower.

Most consumer reel mowers do not need to be sharpened. They do however have a knife bed that occasionally needs to be adjusted. It should have the thickness of a regular piece of notebook paper between the blades and the knife bed. (that is really VERY close) You can buy 'lapping compound' from an automotive parts store, and apply that to the bed knife, and then rotate the blades to provide a precise fit for all blades.

Commercial reel mowers, such as those used on golf course equipment are however sharpened normally once or twice a year. It requireds dismantling, and many courses send their blades to a central location for golf equipment, where they are placed on a computer operated sharpener for precision grinding. This cost several hundreds of dollars just for the grinding.

Wheels won't engage the reel of the mower.

Pop the cover off the center of the wheel with a small flat-blade screwdriver.
Pry the lock ring off the axle, again with the flat-blade screwdriver.
Lift the wheel off.

The small gear (pinion) lifts off of its axle. You may just need to lubricate the pinion gear and the little bar of metal that it engages. If the pinion is damaged, buy new ones; they're pretty cheap.

When reassembling, the lockring is easily clicked back on with a pair of pliers.

I found some replacements at http://www.reelin.com. The parts number for the pinion gear is 30737-2, 30737-3 (left and right) for the Scotts Classic.

Reel mower isn't engaging -- blades aren't rotating and cutting

Remove the wheels and check the gears inside.
It sounds like they are worn or sheared and need
renewing

Scotts Classic 20" drive gear problem

In addition to lubrication problems, the plastic pinion gears can wear down or deform. This can cuase them not to engage, even if well-lubed.

A part on my Scotts 16 '' Elite push mower broke

The number Jakeyjones gave is the customer service number. Call it and describe your problem.

As for the gear, I had the same issue. I called customer service and was told that there was a supplier material issue that caused some gears made last year to break more easily than they are supposed to. They are sending me 2 new pinion gears completely free of charge. These are the black plastic gears that engage against the orange wheels to make the blades spin. Make sure you don't lose the pawls (metal rectangular pins that go through the shaft to engage the pinion gears).

I called at noon eastern time today. The woman I spoke with was very helpful and knew exactly what parts to give me.
