Question about Brother MFC-8460N All-In-One Printer
What you are seeing is indicative of the drum charge corona being dirty. locate the blueish colored plastic tab on the drum unit and slide back and forth several times making sure you put back on the same side it was before you started. that will take care of it 90% of the time. if it doesn't, write back and we'll go further.

Check the drum cartridge for marks on it, if that dose not fix
is the toner cartridge genuine some remanufacted one are dodgie
the drum cartridge sould last approx 30,000 print outs
the worst case could be your fuser unit. only other option is to clean inside the machine. ps do not touch drum unit, drum
as it will duplicate finger prints and scratches.
