When I initially turn the tv on either I do not get any picture or the picture I get is frozen. The TV will not respond to any changes from the remote except to power off, and even then I have to hold he power button for like 5 seconds. The TV will then shut off. When I power the TV back on it works just fine.

Power off the tv. Unplug it from the wall and let it set for a good 5-10 minutes for a hard reset on the tv. If you have a cable box then do the same to it. It sounds like the whole system needs a hard reset.
What you have on the tv screen is a warning sign that your tv is currently updating its software. A hand holding a power plug with red circle on it says do not unplug the tv while its running the software update. The usual time for the update to finish is 60 minutes. It may took more than 60 minutes if you have a slow internet speed. This is normal especially if you are running the software update for the first time during the initial setup. The next time tv performs software updates it will take shorter time.
However, if the updates took more than two hours, the tv may be frozen. You can unplug and plug it back in and start from the initial setup again.
On some rare occasion, the tv may not proceed with the initial setup. You may have to turn off your modem to complete the initial setup. when initial setup is done, connect your tv to network and run software update again.

You need to move further south if it is frozen. It's cold up north :-)
If you've pulled the power from this tv (power cycled it) and it still has this problem ... frozen with no picture and no sound. How a screen can be frozen with no picture, I'm not sure. But it sounds like you are going to be on your way to the repair shop. Or to buy a new tv.

If it is less than a year old than it is still under Warranty from LG. Their Customer Service Number is 1800-243-000. It sounds like to me it needs a Main Board to be replaced. Let LG help you get in touch with a Factory Service Facility to get you back up running again.

Some LG plasma TV is experiencing display freezing problem like yours is is called "frozen transmissions". It will require a software upgrades to stop the issues with "frozen transmission".
