If the lights are on, it means that the power supply is intact. The first thing you should do is reboot your computer.
If the problem persists, try using another mouse. If that does not solve your problem, check the mouse's drivers under device manager, (click on the start button, then select Device manager).
If there is a red or yellow mark beside the mouse, update or reinstall the mouse drivers. Uninstall from Add/Remove Programs(Xp) or Programs and Features (Vista/7).

This device should be about 90% as fast as your laptop. The slowness could be caused by the number of programs you have opened at any given time. The system is not really designed to run multiple programs. It can also be caused by the excess software on the hard-drive, and its condition. Try removing any 'demo' software and other programs that you will not use (stay away from the OS) and then run the defrag program in Windows.
look into the firewall for interdiction...and if you use a wireless router to connect ..ask for whom it might install it ...if restricted the access on this programs...I use to restrict from the router the access on programs like this when I was working for a company ...that had internet access on the stuff desks.... try it froma different location ...and if it works ,,,it means that the provider or the router is to blame ...but if not it means that there are restrictions into your laptop ...either from the firewall( most sure ..cause those two are separate programs ..one is an im and the other from the browser..) but ,,try to see the acces limits from the browser too..cause maybe if the interdiction is on yahoo...it doesnt allow messenger either ..
