When attempting to play Xbox games via Windows 8 I get the error 004500. It looks like I am signed in.

Its not making sense. there is no Windows 2003. Unless you're referring to Windows Server 2003 or Microsoft Office 2003? They're not related except Windows Server 2003 is also an Operating System. I suggest to run PC Restore. Just a reminder, PC restore will restore your computer to factory setting. It will delete all data store in the computer. So you need to back up your files first. To run PC Restore, press Ctrl+F11 upon turning on your computer(While you seee the blue Dell Logo). Hope this will help.
