Most ovens normally turn on the top assembly that works as the broiler to bake in order to help bake it more evenly.

Cake won't come out of pan

An easy solution would be to coat the inside of the pan first with a powder or oil, to keep the cake from baking to the pan.

Using an oven with a broken element

if it's electric the broil element also comes on when baking or using the bottom element,it comes on for even cooking when baking so whatever you're cooking will cook on top and bottom so don't use it until you buy the new element and whenever you work on the machine unplug it,also you can damage the clock assy. and that's the computer board and those can be very expensive,i've gone in,changed out the element and it still doesn't work from the element shorting out when it broke and it takes out the computer board so hopefully this doesn't happen

I have a Kenmore 790.94479801 electric range. While using the Bake function, I noticed that the broiler element was on and the oven had gotten very hot. I hit the Stop button and noticed a small puff of...

When the broil function is off, check for continuity between the broiler relay output terminals. If there is no continuity, check for an external short. If there is continuity when the broiler is supposed to be off, you need to replace or repair the board. You can get your old board repaired at appliancetimers.com.

Is the upper element supposed to heat up when roasting or baking?

Normally, the upper element is the broiler and isn't active during baking. If it was, it could easily burn the tops of baked goods.
It may well turn on during the self-cleaning cycle if so equipped since the temperatures required for the special coating to become active is ~ 900 degrees F and can't be reached by a single element.
