Question about Kenmore 73503 Stainless Steel Bottom Freezer Refrigerator
The water does come out slow on these models. I know you said you replaced your filter with a new one and it is still not any faster.
I own a Kenmore Elite #596 73503 201. I have not changed my filter for approximately 18 months and when I timed how long it took to fill a 2 Cup measuring cup (liquid measure) it took: less than 45 seconds. Can you test yours and post back how long it takes with your fridge?

If your water is slowing down the screen on the water valve may be stopped up or the filter (if it has one, when was it last changed?) or line feeding the refrigerator may be stopped up or the water valve its self may not be opening all the way and staying open.
To eliminate 3 of the external problems take the water line off the fridge and run some water into a pan and open and close water like at your kitchen sink and see if the water slows or speeds up noticeably while running into the pan. If so the problem is in the water line. While you have thew line off remove and inspect the water inlet valve screen and replace the hose washer (if so equipped) this brings your problem if you have not found it yet to the inside of the fridge. Usually on the corner of the door hinge the water line makes a turn up to the dispenser inspect it there and see if its twisted or kinked. Also there is a water resiviour inside the fridge look there for the same thing and possibley where food may have been forced agianst the line.
If you still dont find it by now I'D have to know what you did find and where.

Below is a picture of the fountain parts. I believe the controls inside the fountain are defective and will need replaced. Temporarily disconnect the control valve to the Fountain control plug this will allow the ice maker to continue to work. Let me know if you need more help and assistance to solve this problem. Change your water filter, you should change your filter at least every year or it will start to grow bactria. If you still have the bypass (little plastic cap) you can us that in the mean time to get better water flow, it goes where the filter goes

you have a seperate valve for ice maker and water dispenser, though it is possible both could have debris preventing proper water flow, i would check the water pressure you have going into the valve solenoid housing. turn off water to fridge, disconnect the line at the fridge, not in basement at saddle valve. place end of tube in bucket, turn on water. how is pressure? good or slow? if its good, then you probably do need to replace valve solenoid housing. You can NOT clear debris out of these, they must be replaced.
If your water pressure is still not good, either y ou have a kink in plastic water line. Despite having changed saddle valve in basement, if the stem of saddle valve is mounted on bottom half of pipe, debris from pipe is getting into water line and so on.
