Hi! I had a same issue with another HP Scanner model. I was not able to repair, so I ask my company to buy a new one. I know that it can be repaired as ething can, but as I undertand this issue occur as the head of the reader is not scrolling in the glass as expected and it can be for differnt reasons or power supply is not work properly.

Most likely cause of the "Scanner could not be initialized" error on the HP Scanjet 3970 is due to using an incorrect power adapter and cord -- the only power module and cord that work for the HP Scanjet 3970 are these part numbers:
8120-6260 for the power cord
and L1970-80003 for the power module / AC adapter

Normally this error means that your lamp will no longer come on to scan anything. The only way to fix this is to replace the bulb. If your bulb is coming on, but you still receive the message, their is an internal error that must be checked by a repair center. You might want to check into the cost of repair as it is often cheaper to replace than repair.
After you have UnScrewed and Opened Up the Scanner. On the Circuit Board (Green Board with Electronic Components) just where you Plug in the Power Pin there is a Small Glass Tube Looking Component. You need to replace that with a 1.2mA Fuse.
