Does the chronograph part of the watch have to be synchronized in order for the watch to work properly?
Maybe, maybe not. The "sync" problem your having may be simple to fix. Often if a battery when dead the chrono hands will need to be reset or realigned to the 12 o'clock position. Usually, not all watches are the same, usually the crown is pulled out 2 clicks and then the chrono buttons will adjust the various subdial. Try it. You may need to hold a button in for a few seconds. If you can't figure it out find a watchmaker that changes batteries and he/she will be able to help you in minutes.

Synchronization of the chronograph hand do not affect any watch movement to work properly and it is ment for correct time measuring only.
If your watch does not work properly there is some kind of fault in it and you will need to see a watchmaker to diagnoze it.
