Press 0 7 1 1 on the remote again
Next, "enter your new access code" shows on screen.

Hello I assumes that you did gorget the code that you have set to Smart lock, and posts this solution. If you ever forget you smartlock code, enter [ 0,7,1,1 ] code is the factory default, and can be used to enter and create a new acess code. OK.
Check the following two procedures to unlock the tv.
1. Press and hold the display button on the remote for 5 seconds for unlocking the tv.. if doesnt help then,
1. Press VOL -- button on the frond panel of the tv and Child lock button on the Remote together. (remote should be faced to tv when you press the buttons)
2. Press MODE button on the remote
3. Using channel +/-- select chid lock
4. Enter New code
5. Press the mode button
you cant unlock it without them giving yhou the code. BUT sometimes the code is the room number, or last 4 digits of your credit card let me know if i helped sorry for the bad news. hope that doesnt effect my ratting
Most RCA and GE TV sets use a four digit code to control the v-chip.
The code reset is different depending on the model. Try each number
until you find the one that works for you.
Hold down the
MENU button on the remote and VOLUME DOWN button on the TV it's self at

The OSD (on screen menu) is locked. Those two serials (not models) are for two completely different tv's: the first is for an very old standard 32 inch CRT and the second for an old plasma.
To unlock it in the first tv you need to just press the menu button for 10 seconds. For the second tv you must start the tv and immediately press both the menu and channel up buttons for 5 seconds.

Not all Philips TVs use the same remote codes.
It is very unlikely that the TV remote receiver is the problem (trust me).
Is this the original remote for that set?
If not, try program it as a universal with the other Philips codes or get a universal remote and do the same.
