My tv has power but no picture and the led light indecating power on is not lighting up so no picture and no sound but it is getting power ok can anyone help please

Main board fault. Check and replace damaged component/s at its main board. If you wish to get some details; check the site linked here. Viewing it in "Mosaic" or "Magazine" will make surf easy. Pull up older posts. Surf the site with patience. Do a search by type in the brand name of your device at its search box. http://electronicshelponline.blogspot.com/
If the set is in protection mode, that is normally caused by short circuit line output stage, short circuit frame output stage, short circuit audio output etc. It shouldn't be too dificult to fault find, even without a service manual. Look for an authorised Telefunken service centre.
I would try a power drain: Unplug the TV's power cable so the TV is not grounded to the house. Then press and hold in the TV's own power button for one minute to drain the capacitors. Plug the TV back in and see what happens. If the TV will still not turn on, I would say you have a problem with the TV's mainboard as a dead power supply will not light any LED's for you.
This is due to problem in deflection area and power supply section malfunction. Make one general service by technical person immediately to avoid major transformer failure problem. Since this is initial stage, the cost of repair is probably less.
The most common problem this set has is the Horizontal Output shorting, usually caused by the High Voltage transformer drawing to much current.
Whether it's the high voltage circuit or the power supply, having a tech look at this set would not be cost effective.
Start looking at the newer technology.
