When the tv is pluged in the bottom light is blinking green, but the power will not come on.

I had a similar problem like yours with a different TV. I had to find the Service Manual for the TV to really find the problem. The manual gives me every schematic and parts number list for every board in the TV.
It turned out to be a bad Inverter Transformer. It was one of six that powered the LCD screen. You might have the same problem.
The Service Manual on the internet for most TVs are under $20. It's the best material for diagnosing the problem. It worked for me.

Try disconnecting the connector KBL on the main board as shown in my picture #DSCF0585 to see if the backlights will come on, if it does, the main board is bad.
Also check the voltages on the output connectors of the power supply.

SOURCE: DP46849 has black screen with power light on.
It may be in safety shut down mode due to shorted circuits or power supply failure due to such thing as bad DC filter caps. You will need to do in-depth troubleshooting.

this issue is related to either the y sustainer and z sustainer boards, checking the fuses on the y/b will giving you a good indication, if they are open(bad) then you'll have a easy fix, if not, i would try replacing the y board first.
