The no connection system test comes on then it keeps on moving around the monitor, but it is so dim that it looks like it is off.

I tried that. but doesn't seem to go into the menu. When if first turns on, it is bright, but then goes dim. You have to really look at it to see that it is still moving around the screen.

Sounds like your inverter or your backlight is failing. The inverter is an easy repair, the backlight can be replaced but it involves taking the LCD panel apart, The backlight comes installed on new screens. I can include a service manual below and possibly a generic guide to backlight replacement....

#1 Connect monitor to another system, make sure the issue is the Monitor, not the video card.
#2 Try a different VGA or DVI cable

Dell E172FPb screen blinking

Hello,

If you've tested turning the monitor on without the VGA cable and it's still blinking I'd say there's a problem with one of the capacitors on the power supply card on your screen, when you're able to check it would you mind telling me the brand / reference of it ?
