OK, Batteries have cycles and these get depleated by recharging thus once there all gone well the battery will not charge. The facts here 9 timeso ut of 10 it would be the battery but I will not holdthat over your head. Take it to a camera shop and discover it for yourself as what you going to end up doing anyhow. If it where the charger I would reckon it would not even try the first time.
Thanks and please be considerate when leaving a postive rating and feedback

Apple iPod touch is a personal audio player with the ability
to store and play MP3 files, digital video and downloadable games and
applications. The unit is powered by a rechargeable battery. When charging the
battery for the first time, ensure that the battery is fully charged. From
there you can turn it on or removing the device from the charger, if desired,
regardless of battery level.

1. Enter the main connection for the iPod cable to the
socket at the bottom of the iPod touch.

2. Insert the small plug into a USB port on your computer.
Turn on the computer. Alternatively, an iPod charger, sold separately, you can
recharge your iPod touch with a socket. Connect the wall charger into an AC
outlet. Insert the plug on the door of the small wall charger. The battery icon
located in the upper right corner of the screen, the battery is charging.

3. Let the battery fully charged. When the battery icon to
indicate the device is fully charged, remove the iPod from the cable.
Just about any AC to USB charger will work to recharge this unit, so if you have an iPod with the iPod wall charger, use the correct USB cable with the wall charger and you will be able to recharge the battery in the camcorder.
how old is the phone and more specifically, the battery? rechargeable batteries, unfortunately, do not last forever. i used to have a phone that didn't need charging for days. over time (a few years), i had to charge every night.
will it turn on while plugged in? if so, then it's probably the battery.
yes there is, go into control panel>power options and choose how long you want the display and computer to stay on for before going on standby.
Turn of the display> change to four hours
Put the computer to sleep>choose never or select a suitable time for when the computer should sleep
